En esta sección se describe el enfoque de monitoreo del MdI, incluyendo los procesos o sistemas de información a utilizarse, y al menos un indicador de desempeño relevante para cada nivel de resultados (de la MML), con su respectiva línea base (o el plan para determinarla) y metas anuales, así como los indicadores de contexto de interés para el MdI.
2.1. Monitoreo del desempeño
El plan debe incluir una descripción de los esfuerzos que llevará a cabo la/el socio implementador para monitorear el desempeño del MdI y que debe reportar a USAID. Esto es, la cantidad, calidad y oportunidad de loscomponentes (Outputs) y propósitos (Purpose/Outcomes) esperados. Entre los métodos de monitoreo están encuestas, observación directa, entrevistas cualitativas, grupos focales, paneles de expertos, registros de acciones administrativas, etc. Es importante incluir además una lista de losindicadores a los que se les dará seguimiento; cada uno de los indicadores reportados en el plan debe:
Estar ligado al resultado esperado que pretende medir propósitos Purposes/(Outcomes) o componentes (Outputs);
Tener su ficha técnica (PIRS por sus siglas en inglés)¹ incluída en el Anexo II;
Contar con una línea base (o una fecha estimada para su medición);
Se recomienda un rango de entre 10 y 15 indicadores por MdI (incluyendo los indicadores de contexto y de desempeño). Al diseñar los indicadores es importante recordar que cada uno implica un proceso de diseño, revisión, aprobación, recolección de datos, reporte de resultados y uso de dichos resultados. El beneficio de incluir un indicador debe superar el costo en términos de esfuerzo del personal para realizar estos procesos.
Entre los indicadores de desempeño, los asociados a los propósitos (Purposes/ Outcomes) son de mayor interés para USAID que los asociados a los componentes (Outputs), dado que los primeros reflejan los cambios y los resultados alcanzados en lossistemas localesque el MdI busca transformar. Debe haber por lo menos un indicador para cada propósito (Purpose/ Outcome) y en el caso de los componentes (Outputs), se debe seleccionar los que mayor peso tengan en cuanto a la contribución al logro de los propósitos (Purposes/Outcomes)
En cuanto a los indicadores en el nivel de actividades (Inputs), se recomienda no incluirlos en el Plan de ME&A, a menos que representen aspectos muy importantes en el proceso hacia la entrega de los componentes (Outputs) que el MdI quiera visualizar en los reportes a USAID.
2.2. Monitoreo de contexto
Si corresponde, una descripción de cualquier esfuerzo que la/el socio implementador del MdI pueda emprender para monitorear las condiciones y los factores externos relevantes para el MdI. Estos pueden incluir: factores ambientales, económicos, sociales o políticos, supuestos programáticos y contexto operativo. Los esfuerzos para monitorear el contexto pueden incluir una variedad de métodos cuantitativos y cualitativos, como encuestas, observación directa, entrevistas cualitativas, grupos focales, paneles de expertos, seguimiento de indicadores independientes de terceros, etc. Por lo general, un MdI incluye entre 1 y 3 indicadores de contexto.Si la/el socio implementador del MdI planea realizar un seguimiento de los indicadores de contexto, estos deben informarse en la Tabla de resumen de indicadores de desempeño/contexto en el Anexo I. Las fichas técnicas de indicadores de contexto (CIRS por sus siglas en inglés) de igual manera deberán incluirse en el Anexo II. A diferencia de los indicadores de desempeño, los indicadores de contexto no deben tener metas, sino valores desencadenantes (“triggers”), es decir, umbrales a partir de los cuales los responsables del MdI tendrían que tomar alguna decisión para adaptar su diseño a los cambios en el contexto. En efecto, ésta es la principal diferencia entre una CIRS y una PIRS; en la primera no se incluyen metas, sino valores desencadenantes.
2.3. Control de Riesgos
Se debe incluir una descripción de los riesgos identificados, así como los planes para monitorearlos y mitigarlos.Se sugiere elaborar una matriz de análisis de riesgos. Todas los MdI tienen implícito algún tipo de riesgo, pudiéndose entender éste como una amenaza que, si se produce, afecta en forma negativa o positiva los objetivos del MdI. Se recomienda que la matriz incluya algunos de estos elementos: riesgo/amenaza; tipo de riesgo (económicos, sociales, políticos, climatológicos); probabilidad de ocurrencia; impactos; severidad del riesgo; y estrategia.
2.4. Plan de retroalimentación de beneficiarios
Esta sección describe si es posible obtener retroalimentación por parte de las/los beneficiarios del MdI y provee la forma en que se llevará a cabo la recolección de datos (identificación de informantes, métodos de recolección y frecuencia) y su correspondiente reporte. Asimismo, incluye el procedimiento que se seguirá para incorporar la información en la toma de decisiones y la respuesta que se les dará a los beneficiarios. Generalmente, estos reportes forman parte de los reportes de avance del MdI, ya sean trimestrales, semestrales o anuales.
¹ Al recibir un PIRS de la Misión, es probable que el indicador esté siendo recopilado por al menos otra/otro socio. Se alienta a que todas/todos las/los socios que contribuyen al mismo indicador se reúnan para discutir el PIRS y aclarar los campos requeridos, como la fuente de datos y la metodología de recopilación, para garantizar la comprensión conjunta y la coherencia de la recopilación de datos. Este también será un proceso útil cuando llegue el momento de realizar una evaluación de la calidad de los datos (DQA).

Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website.

Additional UI, design, and readability adjustments
Font adjustments – users, can increase and decrease its size, change its family (type), adjust the spacing, alignment, line height, and more.
Color adjustments – users can select various color contrast profiles such as light, dark, inverted, and monochrome. Additionally, users can swap color schemes of titles, texts, and backgrounds, with over 7 different coloring options.
Animations – epileptic users can stop all running animations with the click of a button. Animations controlled by the interface include videos, GIFs, and CSS flashing transitions.
Content highlighting – users can choose to emphasize important elements such as links and titles. They can also choose to highlight focused or hovered elements only.
Audio muting – users with hearing devices may experience headaches or other issues due to automatic audio playing. This option lets users mute the entire website instantly.
Cognitive disorders – we utilize a search engine that is linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others.
Additional functions – we provide users the option to change cursor color and size, use a printing mode, enable a virtual keyboard, and many other functions.
Browser and assistive technology compatibility
We aim to support the widest array of browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible.
